Former staff of the Food and Agriculture Organization of the United Nations (FAO) (2008 – 2017), former Eastern Africa Regional Representative of WWF – the Global Conservation Organization (2004 – 2008); and former staff and Director of the Marine Fisheries Research Division (MFRD), Ministry of Food and Agriculture (Ghana) (1979 – 2004). At FAO I was the Coordinator of the EAF-Nansen Project, a partnership between FAO, the Norwegian Agency for Development Cooperation (Norad) and the Norwegian Institute of Marine Research (IMR). The project covers fisheries and oceanographic research, management and capacity development and provides research and management advice to several African countries and a few in Asia for the management of the fisheries. I have over forty years working experience in aquatic biodiversity assessment, management and conservation, extending scientific advice to local communities, governments and non-governmental organizations. At various times, I served as a member of the IOC-UNESCO Global Ocean Observing System (GOOS) Living Marine Resources (LMR) and Capacity Building (CB) panels, and Chairman of the GOOS-Africa Coordinating Committee. I also served as Co-chairperson of the Group of Experts for the United Nations Global Marine Assessment, Chairman of the FAO Advisory Committee on Fishery Research and a Member (and acting Chairman for a year) of the Governing Board of the Fisheries Commission (Ministry of Fisheries and Aquaculture Development) of Ghana. Under the United Nations Decade of Ocean Science for Sustainable Development programme (Ocean Decade), I coordinated work on the preparation of the Gap Analysis Report for Africa, aimed at identifying the most urgent priorities for the continent and to propose actions to address the associated needs. I am a member of the Ocean Decade Africa Task Force. I have published widely in international scientific journals, and I am a member of the Editorial Board of the IOC/UNESCO Global Ocean Science Report, and a member of the Editorial Advisory Board of the African Journal of Marine Science.
